PURPOSE
For Foreign Visitors Traveling to Malaysia
The purpose of this bulletin is to provide information regarding the recent announcement made by the Ministry of Home Affairs(KDN)that all foreign visitors to Malaysia will be required to complete the Malaysia Digital Arrival Card(MDAC).
IMPLEMENTATION
1.The requirements to complete the MDAC apply to the following international students:
•Students who have obtained a Visa Approval Letter(VAL)and are travelling to Malaysia to commence their course.
•Mobility students with a course duration of less than three months who will enter Malaysia on a social visit pass.
2.International students must complete the MDAC online through the Immigration Department website:
https://imigresen-online.imi.gov.my/mdac/main?register
3.The MDAC can be completed as early as 3 days before arrival or at the latest upon arrival.
4.International studentsmust present their completed MDAC at entry pointsfor immigration clearance.
5.Existing international students who have been issued a student pass are not required to complete the MDAC if they exit and re-enter the country while their student pass isstill active.
1.完成MDAC的要求适用于以下国际学生：
开始课程的学生；持社会访问通行证进入马来西亚，课程持续时间少于三个月的流动学生。
2.留学生必须通过移民局网站在线填写MDAC:

3.MDAC最早可在抵达前3天完成，最晚可在抵达时完成。
4.留学生必须在入境点出示填写完整的MDAC，以办理入境手续。
5.已获得学生证的现有留学生如果在学生证有效期内出境并再次入境，则无需填写MDAC。
EXEMPTION
The following categories of visitors are exempt from the requirement to complete the MDAC:
•Citizens of Singapore;
•Diplomatic and Official Passport holders;
•Malaysian Permanent Residents and Long Term-Pass holders;
•General Certificate of Identity(GCI)Brunei Darussalam holders;
•Brunei Malaysia Frequent Traveller Facility holders;
•Thailand Border Pass holders;
•Indonesia Cross-Border Travel Document(PLB)holders.
以下类别的访客无需填写MDAC：
-新加坡公民；
-外交和公务护照持有者；
-马来西亚永久居民和长期通行证持有者；
-文莱达鲁萨兰国普通身份证明书(GCI)持有者；
-文莱马来西亚常旅客设施持有者；
-泰国边境通行证持有者；
-印度尼西亚跨境旅行证件(PLB)持有者。
EFFECTIVE DATE
Effective 1st January 2024,completion of this MDAC will be mandatory,except those listed above("EXEMPTION").
